FOIA Request to Massachusetts College of Liberal Arts regarding Chinese National students on June 16, 2025.
West Massachusetts News has submitted a Freedom of Information Act (FOIA) request to the Massachusetts College of Liberal Arts. The request seeks information under the Massachusetts Public Records Act § 66-10 et seq., focusing on various aspects related to Chinese National students at the institution.
The request comprises several specific inquiries. Firstly, it asks for documents or lists detailing all current students who are Chinese Nationals, including their respective departments of study. If this information is protected, the request asks for a total count of such students and a breakdown by department. Secondly, it seeks records showing all current Chinese National students’ scholarships, specifying the amount and source of each scholarship. Thirdly, if not covered in the previous request, it requests a list of recipients of scholarships from grantors affiliated with the Chinese Scholarship Council. Lastly, it asks for any policies or procedures that describe how the university monitors students, including Chinese Nationals, to protect intellectual property and other confidential information.
The request was made on behalf of West Massachusetts News and The Coalition Opposing Governmental Secrecy. As a media organization dedicated to transparency and accountability in public institutions, West Massachusetts News emphasizes its role in disseminating information to the public and argues for a fee waiver based on its media status.
We look forward to receiving this information in an electronic format as it will greatly aid in our reporting efforts. As always, we remain open for any questions or clarifications regarding this request.
