On February 12, 2025, Rep. Neal expressed concerns about the Republican budget proposal's impact on key healthcare and nutrition programs. He highlighted that "What's being targeted in the Republican budget proposal? The Affordable Care Act Medicaid & CHIP SNAP." Neal emphasized how these cuts could affect his constituents in Massachusetts' 1st district.

The following day, February 13, 2025, Neal commented on fiscal responsibility and historical budget management. He noted that "I'm all for saving taxpayer money. The last time we had a balanced budget was under President Clinton." He criticized past Republican tax policies by stating that they "gave away the house to the rich with tax handouts in '01, '03, and '17 to the tune of $10 trillion."

Later that day, he addressed concerns regarding Social Security and proposed tax cuts for wealthy individuals. Neal affirmed that "The bedrock guarantee of Social Security is the basis of our nation’s retirement system." He opposed further tax cuts for the wealthy at the expense of essential benefits: "The notion that we're going to give another tax cut to the wealthy at the expense of a hard earned benefit is absurd."
