Mr. McGOVERN. Madam Speaker, when the Committee on Rules filed its report (House Report 117-405) to accompany House Resolution 1224, the Committee was unaware that the waiver of all points of order against consideration of H.R. 7900 included a waiver of the following:
Section 306 of the Congressional Budget Act, which prohibits consideration of legislation within the jurisdiction of the Committee on the Budget unless referred to or reported by the Budget Committee.
When the Committee on Rules filed its report (House Report 117-420) to accompany House Resolution 1232, the Committee was unaware that the waiver of all points of order against consideration of H.R. 8294 included a waiver of the following:
Clause 10 of rule XXI, which prohibits consideration of a measure that has a net effect of increasing the deficit or reducing the surplus over the five- or 10-year period.
